A surface resistive touch screen is made up of four layers. Two thin layers in particular, one an electrically conductive layer and the other an electrically resistive layer are held apart slightly, but are sandwiched between a glass screen at the back and a scratch-resistant layer on the front.

When the monitor is turned on, a current runs through both of these layers and when they are forced to contact each other, such as with the pressure on them applied by a finger, the monitor driver software detects this connection and translates it into something that the computer can understand and it responds accordingly.

As one might imagine, having three layers on top of the glass layer could reduce the clarity and overall quality of the image passing through, not to mention the general loss of the emitted light from the monitor itself.

One of the benefits of this system is that the monitor can register the contact event between the two layers regardless of the device used to create that contact point. The human finger, a pen, or any other object can initiate this contact.

The surface capacitive touch screen monitor also uses an electrical charge to detect the position of the contact point. It does this by running an electrical current through a layer that has been applied to the surface of the monitor's glass screen.

When the layer is touched, it loses some of that current to the object that touched it and the curcuits placed in the corners of the monitor measure that decrease, and using something akin to cross-referencing these readings in each curcuit, it can tell how far away the point is from each curcuit, and the monitor driver software translates that data to the computer.

This is also reflected in price, but makes an excellent choice in monitor for uses where clarity and detail are not required as much.

One of the drawbacks of this system is that, as the name suggests, the input device must be a conductor, in that it must be able to absorb electrical energy. In most everyday situations, this is often limited to a finger.
